3.10 Academic Program Review

Policy
91³Ô¹Ï Community and Technical College shall regularly review its academic programs for the purpose of academic planning and improvement. The review must encompass all instructional areas and be structured according to discipline, academic program or program cluster, department, or other academic unit.

Procedures
To ensure consistency, quality, and alignment with institutional mission, all Minnesota West program reviews must include, at a minimum:

1. Assessment of Student Learning
The program must include evaluations of student learning outcomes at both the program level and the institutional level.

2. Faculty Credential Review and Professional Development: 
The program must verify that faculty credentials meet current requirements, including any applicable external licensure or certification standards. The program must also evaluate and document the professional development of unlimited full-time faculty in areas related to the field of instruction or to teaching and learning.

3. Resource, Equipment, and Technology Evaluation
The program must include evaluation of resources, equipment, and technology necessary to support quality teaching and learning.

4. Faculty-to-Student Ratio and Class Sizes
The program must include an analysis of faculty-to-student ratios and consideration of class sizes in relation to instructional effectiveness and student success

5. Cost Center Analysis
The program must include a financial review of its cost center to assess the viability and sustainability of programs and courses. This review must consider enrollment patterns, retention rates, and graduation rates, as applicable. Other metrics that may be included in the analysis, as appropriate to the program, include transfer rates, employment upon graduation, and additional indicators relevant to program performance.

6. Action Plan
The program must produce a comprehensive report that addresses concerns and opportunities in the required evaluation areas, as well as any additional relevant factors. An action plan must be developed in conjunction with the report. The report and action plan must be reviewed in conjunction with and approved by the program’s administrator.

Review Cycle
The program review must be conducted on a rotation established by the college, consistent with specific program requirements and applicable accreditation standards.
